Former Premier Raila Odinga has slammed the executive and the parliament, accusing them of disrespecting the provisions of devolution as per the Kenyan constitution.
During Eid Baraza in Mombasa on Saturday, April 5, 2025, Raila lamented that several devolved functions, such as health, were dilapidated due to the failure of the national government to disburse the necessary funds.
He continued rebuking the government for launching markets, stating that such minor roles should be assigned to governors . This seemed to be a cryptic message to President Ruto , who had launched several markets in his Mt. Kenya tour.
Raila also called out the MPs, stating that he doesn't understand why the Law Markers receive allocations to build roads while that is not their role, instead they should be focusing legislation.
“Shida tuliyo nayo ni serikali ya juu na hata bunge haiheshimu katiba ndio kwa sababu tukona shida. Hapa tukona zile services ambazo zimegatuliwa ( devolved) ; pande ya elimu haijagatuliwa lakini matibabu imegatuliwa,mambo ya miundo misingi imegatuliwa, mambo ya ukulima imegatuliwa na kadhalika,” Raila said.
“Lakini pesa inabaki Nairobi. Sababu gani serikali ije hapa kujenga soko Mombasa? Soko ya Mombasa inafaa ijengwe na kaunti ya Mombasa, lakini pesa imebaki kule Nairobi.“
“Wagonjwa wakona shida hapa juu pesa ya matibabu inabaki Nairobi,” he continued.
“Kwa sababu gani wabunge wawe na pesa ya kutengeneza barabara? Kazi ya wabunge ni kutengeneza sheria Nairobi. Lakini wamekataa kupeana pesa katika serikali za kaunti,” Raila furthered.
However , Raila defended the recently signed Memorandum Of Understanding ( MOU) between ODM and UDA, describing it as the best way of working with the government and at the same time keep them on their toes to deliver their pledges.
