President William Ruto has appointed Law Society of Kenya (LSK) President Faith Odhiambo and Amnesty International Kenya Executive Director Irungu Houghton to a newly created Panel of Experts on Compensation for Victims of Demonstrations and Public Protests.
According to a gazette notice released on Tuesday August 26, 2025, the panel will be chaired by constitutional lawyer Prof. Makau Mutua, with Faith Odhiambo serving as Deputy Chairperson. Other members include Kennedy N. Ogeto, Dr. John Olukuru, Dr. Linda Musumba, Dr. Duncan Ojwang’, Naini Lankas, Dr. Francis Muraya, and Juliet Chepkemei.
The panel’s mandate includes designing a framework to verify, categorize, and compensate victims of protests; engaging stakeholders such as families, civil society, religious groups, and state human rights institutions; and authenticating data from bodies such as IPOA, KNCHR, the National Police Service, and the Ministry of Health.
It will also be expected to recommend reparations, accountability measures, and legal reforms to address policing culture and the management of public protests.
The panel is required to submit periodic updates and a final report to the President.
