In a revealing interview aired this morning on NTV’s Fixing The Nation, former Cabinet Secretary Justin Muturi made explosive claims about President William Ruto’s conduct in office.

“I think Ruto is unfit for the position of President. I’ve no bitterness—this is my honest assessment,” said Muturi. He recalled a moment of deep concern during his time in government, stating, “When I watched him talk to members of my Cabinet, saying ‘I don’t want to see corruption,’ I wondered—who is this talking to?”

Muturi went on to describe a troubling incident that occurred during a trip to Dubai in 2023. Upon arrival for the COP28 Climate Change Conference—an invitation extended by Aden Mohammed, President Ruto’s advisor—Muturi claimed he received a call from Ruto himself. The President reportedly told him that Russian oligarchs were waiting at the airport with documents related to a Ksh 129 billion deal, which Muturi was expected to sign.

According to the former CS, the oligarchs were proposing a $1 billion grant intended to fund the planting of two billion trees in Kenya. The funds, however, were to be channeled directly through the Ministry of Environment, bypassing the legally required procedure.

Muturi said he declined to sign the documents, insisting that any grant from a foreign entity must be processed through the National Treasury, in line with Section 47 of the Public Finance Management (PFM) Act.

“He is irredeemably corrupt,” Muturi declared, a statement likely to intensify scrutiny of the President’s administration.
