New Political Movement Proposes Welfare State Through Bold Economic Plan

Hekima Alliance Party has announced plans to champion a welfare state in Kenya, unveiling a bold economic blueprint known as EVOLVE, an initiative that promises to uplift millions of citizens excluded from the country’s economic growth.

Speaking during the party’s policy launch, Prof. Fred Ogola, the founder and sponsor of Hekima Alliance, said the country is divided between “the looters and the looted,” and called on the looted majority to unite and take power.

“We believe Kenya has only two tribes — the looters and the looted. When the looted unite and elect one of their own, they will change this country,” said Prof. Ogola.

Hekima Alliance’s ideology is built on the foundation of a welfare state, where the government focuses on providing access to healthcare, education, food, security, and public infrastructure.

The party’s economic model, EVOLVE, outlines six key pillars:

Economic Turnaround – Reviving stalled sectors such as textiles, sugar, tourism, and cooperatives.

Value Generation – Tapping into potential in mining, the blue economy, ICT, and green enterprises.

Optimizing Talent – Investing in youth, women, and the elderly through skills development, sports, arts, and innovation.

Leveraging Partnerships – Building a lean, accountable government to attract development partners.

Vulnerability Management – Addressing the needs of neglected regions and marginalized populations.

Environmental Stewardship – Promoting reforestation, green jobs, and climate resilience.

Prof. Ogola said Hekima Alliance will not operate like traditional parties that rely on patronage and backdoor deals.

“This will not be a kiosk party where aspirants must carry briefcases of money or visit someone’s wife to secure a nomination. From the presidential candidate to the MCA, it is the people who will decide,” he said.

He also criticized the outsourcing of public contracts to foreign companies, terming it economic colonialism disguised as partnership.

“It is unacceptable that we pay KSh 300,000 per month to service each government vehicle at Toyota Kenya, and later borrow money from the same countries. Projects must be led by Kenyan firms using local materials and talent,” he said.

With its headquarters in Taveta, Taita Taveta County, Hekima Alliance is now mobilizing supporters across the country under the banner HAPA – Hekima Alliance Party of Action, urging Kenyans to join the movement and take part in building a pro-people government from the grassroots.
