TSC TO SHIFT ALL TEACHERS TO SHA MANAGED MEDICAL SCHEME FROM DECEMBER 2025

The Teachers Service Commission (TSC) has confirmed that starting December 1, 2025, all teachers will be transitioned to the Public Officers’ Medical Scheme Fund, which is managed by the Social Health Authority (SHA).

This shift will follow the expiry of the current insurance contract with the consortium led by Minet Kenya on November 30, 2025, which will not be renewed. Appearing before the National Assembly’s Committee on Education, acting TSC CEO Eveleen Mitei explained that the transition has been in the works since May 2025. “It is proposed that all teachers will be onboarded to the Public Officers’ Medical Scheme Fund under SHA from December 1, 2025,” Mitei told MPs.

The current Minet-led scheme covers about 415,000 teachers and their dependents. Mitei, alongside TSC legal director Calvin Ayuor, said a technical team has been engaging key state agencies—including the National Treasury, the Attorney-General’s office, SHA, and the National Police Service—to address legal, financial, and operational issues for a smooth transition.

MPs, however, voiced concerns about the short timeline, possible loss of benefits, and the logistical challenge of registering such a large group. Ayuor assured the committee that the new scheme will mirror the existing structure, with SHA-accredited hospitals available and freedom of choice for teachers.

Mitei added that the framework should be completed by September 2025, stressing that all current benefits would be retained: “We are carrying our scheme as it is, with concurrence from SHA. What remains is the allocation of funds from the Treasury, for which we have already submitted cost details.”
