ISIOLO GOVERNOR TO FACE SENATE OVER IMPEACHMENT DESPITE COURT ORDER

Isiolo Governor Abdi Ibrahim Hassan Guyo will face the Senate in an impeachment hearing scheduled for July 8 and 9, despite a court order temporarily halting the process.
The decision was made during a special Senate sitting on Monday June 30, after a motion to form an 11-member special committee failed. As a result, the full House will now consider the charges against Governor Guyo in plenary.
Guyo was impeached by the Isiolo County Assembly on June 19 through a vote of 16 to 2, over allegations including abuse of office, gross misconduct, constitutional violations, and mismanagement of public resources. Specific accusations include the appointment of a bloated executive, failure to disburse bursary funds transparently, neglect of duty, and disrespectful conduct toward the assembly.
On June 25, the Meru High Court issued a conservatory order suspending the impeachment process pending the determination of a petition filed by the governor. However, the Senate maintains it has jurisdiction to proceed, citing constitutional independence and procedural obligations.
If the Senate upholds the charges with a majority vote, Guyo will be removed from office. Should the Senate reject the motion, the governor will remain in office, and the same charges cannot be reintroduced in the County Assembly for at least three months.
The impeachment marks a critical test of the balance of power between county governments, the judiciary, and Parliament, as well as the ongoing scrutiny of leadership accountability under Kenya’s devolved system.
Guyo has denied all allegations and termed the process political.
