National Assembly Minority Leader and Suna East MP Junet Mohamed has said that the National Assembly is aiming to increase devolution funds to Ksh.450 billion, following a push by the late Raila Odinga and as part of the implementation of the "10-point agenda".
Known as the "10-point agenda," it was a political agreement signed by President William Ruto and the late Mr. Odinga on March 7, 2025, for addressing socio-economic and political challenges in Kenya.
Junet stated that the amount was increased in the last budget from Ksh. 385 billion shillings to Ksh. 415 billion through negotiations between the two parties in parliament for the 2024/25 financial year.
According to him, the move was a sign of implementing Raila's demands on strengthening devolution and transferring more resources to the grassroots.
He further emphasized that other issues, including respect for the constitution and the law, have begun to be implemented, with 50 percent of the agreement between the ODM party and UDA already complete.
"Since that thing was signed, I have not seen anything that has happened contrary to the constitution; I have not seen any abduction, so that is why we want to adhere to that and implement constitutionalism," he noted.
The signed agenda was inked to streamline a myriad of national matters among them the implementation of the National Dialogue Committee, NADCO, report, promoting inclusivity and strengthening devolution, and combating corruption and national debt.
The accord came about through the broad-based partnership deal which ODM has sworn to implement, as Mr. Odinga believed it would help Kenya reach its transformation agenda.
