Busia Senator Okiya Omtatah has declared that his first order of business, if elected president in 2027, will be to dismantle what he terms the “imperial presidency” and restore constitutional order in the management of public finances.
Speaking during an interview on Citizen TV’s The Explainer Show, Omtatah said he would push for the full implementation of Article 225(1) of the Constitution, which would see the establishment of an independent National Treasury free from presidential control.
“The presidency today wields excessive power, especially over public funds. I intend to restore the balance by giving Parliament and the Controller of Budget their rightful role in financial oversight,” said Omtatah.
He criticized the current system where Members of Parliament rely on presidential visits to unlock development funds, calling it unconstitutional and symbolic of the executive’s dominance over public finance.
Omtatah’s 100-day plan includes stripping the Executive of direct control over the national budget and strengthening key oversight institutions to ensure transparency and accountability.
Though he has not officially declared his presidential bid, Omtatah’s remarks have sparked speculation that he is positioning himself as a reformist candidate ahead of the 2027 general election.
