President William Ruto has nominated Dr. Amani Yuda Komora, MBS, CHRP, as the new Chairperson of the National Police Service Commission (NPSC), according to a statement issued Monday by Head of Public Service Felix Koskei. The nomination, made under Article 250(2)(b) of the Constitution and Section 9(5) of the National Police Service Commission Act, marks a key step in strengthening leadership within the Commission.
“The President has exercised his constitutional mandate to nominate Dr. Komora as Chairperson of the NPSC,” the statement noted, underscoring the Commission’s pivotal role in managing human resource functions for the police service—recruitment, appointments, promotions, transfers, and disciplinary control.
Dr. Komora most recently served as Vice-Chairperson of the Salaries and Remuneration Commission (SRC). His career spans significant public service roles, including General Manager of Human Resource and Administration at the Kenya Ports Authority (KPA), Assistant Commissioner for Human Resources at the Kenya Revenue Authority (KRA), and member of the National General Wages Council. Joining him on the Commission, pending parliamentary approval, is Angeline Yiamiton Siparo, alongside Peris Muthoni Kimani, Benjamin Juma Imai, and Collete Suda. Their appointments were formalised in a Gazette Notice dated June 27, 2025.
Siparo brings extensive experience in public health and youth leadership. She previously served as Chairperson of the National AIDS Control Council (2016–2022) and coordinated the Young African Leaders Initiative (YALI) Legacy Localisation Project across 49 countries. Her professional background includes roles at Oxford HR (AU/Africa CDC), Catholic Medical Mission Board (CMMB), UNAIDS, PRB, Futures Group International, and Family Health International (FHI).
These nominations follow recommendations made by the Selection Panel established to recruit candidates for the NPSC, as published in Kenya Gazette Notice No. 1181. If confirmed, the appointees will serve a single, non-renewable six-year term.
The NPSC’s mandate includes providing policy direction on police welfare and promoting professionalism and accountability in the National Police Service. The government has emphasized that the appointments reflect its commitment to modernising the police force and aligning it with constitutional values and human rights—especially amid ongoing scrutiny and calls for police reform.
