The Energy and Petroleum Regulatory Authority (EPRA) has announced that it will introduce maximum retail prices for cooking gas starting in October 2025, in a move aimed at protecting consumers from fluctuating market costs.
EPRA Director General Daniel Kiptoo said the regulatory framework is already in place, with the agency now finalizing a transition plan that will involve engaging Oil Marketing Companies (OMCs) under the Open Tender System (OTS).
Through the OTS, LPG suppliers will bid competitively, with contracts awarded to those offering the lowest prices. The system is expected to lower costs through centralized importation and use of common-user facilities, paving the way for capped prices at the retail level.
The rollout, which EPRA has committed to implement before the end of 2025, is also intended to break the dominance of Africa Gas and Oil Ltd, which currently controls up to 90 percent of LPG imports through its storage facility in Mombasa.
The plan follows a Cabinet directive issued in December 2024 approving centralized procurement of LPG, heavy fuel oil and bitumen, as part of wider reforms in the energy sector.
